Why does the bluetooth light keep flashing?

The bluetooth light keeps flashing, indicating that it is in standby state. The pairing method between the bluetooth headset and the mobile phone:
A> Open the Bluetooth option on the mobile phone and search. After the headset is successfully searched, the name and model of the Bluetooth headset will be displayed on the list. Click OK.
B> Enter the password on the mobile phone, and the LED light indicator flashes quickly, that is, the pairing is successful.
C> Click the Bluetooth headset name item and select Binding. When done, the phone is connected to the bluetooth on the bluetooth light.
